Bhubaneswar: Entering a new phase of e-Governance in Odisha, Chief Minister Shri Naveen Patnaik inaugurated the Online Incentive Management System developed by Odisha Computer Application Centre (OCAC) today.

This online portal streamlines the submission process for entrepreneurs seeking incentives under Odisha’s IT, Electronics, Data Centre, BPO, Semiconductor Manufacturing, and Fabless Policies. It offers advantages such as easy application submission, document uploading, a single-window portal, error-checks, and message alerts, while ensuring security measures to prevent unauthorized access.

Companies can now submit applications anytime, 24/7, through this online platform. Real-time tracking of application status and notifications via Email/SMS at various processing stages are facilitated.

Expressing his satisfaction with the online system, the CM noted its pioneering approach in offering a faceless platform for incentive management in the IT/Electronics sector. He emphasized the role of such initiatives in enhancing governance accessibility, transparency, and user-friendliness.

The Electronics & Information Technology Department, in collaboration with NASSCOM and other industry bodies, plans to conduct training programs for IT/ITeS/Electronics establishments on using the online portal effectively.

Additionally, the CM inaugurated the New District Websites developed under the ‘Standardized Website Framework’ (SWF), aligning with the 5T initiative. All 30 district portals within this framework aim to present a unified image of Odisha and provide an integrated web experience for citizens across government websites.

The CM highlighted that the launch of new district websites underscores the state’s technological advancement and commitment to transparency and efficiency. He praised the user-friendly nature of the websites, marking them as models of 5T governance.

Speaking at the event, Shri Kartik Pandian, Chairman of 5T and Nabin Odisha, commended the transformative impact of the 5T initiative across sectors in the state. Minister Tusharkanti Behera emphasized the government’s commitment to transparent and citizen-centric governance through e-governance initiatives.

Principal Secretary of the E&IT Department and Managing Director of OCAC, Manoj Kumar Mishra, highlighted the SWF’s benefits, ensuring standardized practices and accessibility. He emphasized the commitment to making services more accessible and administrative processes more efficient through the Online Incentive Management System.The district portals are hosted in the State Data Centre, and their homepage is accessible at https://district.odisha.gov.in/. Managing Director OCAC Manas Ranjan Panda, CEO OCAC Manoj Pattnaik, General Manager OCAC Madhumita Rath and other senior officials from Electronics & IT Department and OCAC were present on the occasion. The Collector & Dist. Magistrates of all districts of the state also joined the above programme through the OSWAN Video Conferencing platform.
