MSME Fraternity Hails Odisha Public Procurement Preference Policy 2023

Bhubaneswar: The Odisha government on January 24, 2024 unveiled the Odisha Public Procurement Preference Policy 2023, aimed at bolstering the growth of Odisha Small Manufacturing Enterprises (OSMEs) and fostering a progressive economic environment. This policy, which has been eagerly awaited for eight years, is a significant step forward and has been warmly received by the MSME community. Gratitude is extended to Hon’ble Chief Minister Mr. Naveen Patnaik, Minister of MSME Department Mr. Pratap Keshari Dev, Principal Secretary of MSME Department Mr. Shaswat Mishra, and all department officials for their support.

Key highlights of the Public Procurement Preference Policy include Prioritizing the procurement of goods manufactured by local OSMEs and mandatory procurement of goods from OSMEs covered under the 2014 State Government rate contract rule concluded by the Directorate of Export Promotion & Marketing.

It further includes notification of a list of store items exclusively procured from local OSMEs through limited tenders, exempt from open tender procedures and procurement of goods not covered under rate contracts and the exclusive list through open tender procedures, with price and purchase preference extended to Odisha Small Manufacturing Enterprises.

This proactive policy is expected to incentivize existing OSMEs and addresses a long-standing demand of local entrepreneurs. The Joint Action Committee of Industry Associations, represented by Chairman-OSSIA Smarjit Mohanty, General Secretary-OASME Satwik Swain, Chairman-OIA Abani Kanungo, General Secretary-OIA Bijay Kumar Mohanty, and Chairman-Upama Subrata Garabdu, welcomes this initiative by the state government.
